One of the agencies where government employess can run into if they need immediate cash  for emerngency purposes like tution fees for their children, house renovation, health treatment, business capital etc is the government service insurance system (GSIS). 

Created by Commonwealth Act No. 186 and Republic Act No. 8291 (GSIS Act of 1997), GSIS is a social insurance institution that provides a defined benefit scheme under the law. It insures its members against the occurrence of certain contingencies in exchange for their monthly premium contributions.

What is arrear/s?

According to Oxford dictionary Arreras is money that is owed and should have been paid earlier.

For GSIS, In arrears – A loan account is considered in arrears if the total arrearages or the unpaid amortizations is equivalent to six (6) months or less.

Many teachers rant about the service of GSIS specifically on the arrears they get from their loan eventhough they are paying regulary. This is one of the big issue teachers are mad and furious because they felt the agency let them down. In their facebook page one teacher ask the agency about the arrears she have eventhough in her payslip the loan obligation was deducted regulary. This is what the GSIS said in their conversation. 

Greetings! Ang arrears ay maaaring sanhi ng underpayment, late remittance o unpaid loan payments. Ang pagdeduct ng inyong loans at remittances ay thru your Agency Authorized Officer (AAO)/ERF handler. Nakabase ang monthly postings ng GSIS sa pag-submit ng mga nasabing officers.

Batid namin na hindi kasalanan ng miyembro ang hindi up-to-date deductions and remittances ng kaniyang ahensiya, ngunit ang maaari lamang i-record sa aming database ay ang submitted records ng inyong ahensiya.
Bukod sa monthly notice ng GSIS sa inyong mga AAO/ERF handler, ay nagpapadala din ang GSIS ng EBCS (Electronic Billing and Collections System) weekly. Ito’y upang masiguro ang tamang koleksyon ng remittances at loan deductions.
Bilang suhestiyon, maaari po kayong magrequest ng certificate of remittance sa inyong respective AAO upang maipagkompara ang records of payment ng inyong ahensiya at ang nasa system nang sa gayon ay malaman po ninyo ang sanhi ng inyong arrears.
