What is Performance Management and Evaluation System (PMES)?

The Department of Education (DepEd) has issued Memorandum No. 017, s. 2025, introducing the Interim Guidelines for the Performance Management and Evaluation System (PMES) for Teachers for the School Year (SY) 2024-2025. These guidelines aim to streamline the evaluation process, ensuring it aligns with the Philippine Professional Standards for Teachers (PPST) and addresses previous concerns related to teacher performance assessments.

Key Highlights of the Interim Guidelines:

  • Implementation Timeline: The PMES will be implemented starting the fourth quarter of SY 2024-2025. Only PMES-related activities conducted upon the issuance of this memorandum will be recognized for teacher performance ratings.

  • Classroom Observations: Teachers are required to undergo one or two full-period classroom observations during the fourth quarter. The schedule for these observations should be mutually agreed upon by the teacher and the rater.

  • Supporting Documents: Teachers should utilize lesson plans, instructional materials, assessment tools, and other relevant teaching materials as evidence for both classroom and non-classroom observable objectives during the pre- and post-observation phases.

  • Portfolio Submission: There is no requirement for teachers to submit a physical portfolio at the end of the school year. However, maintaining a personal repository of teaching materials is encouraged to facilitate accessibility and resource sharing.

  • Evidence Submission: Teachers are expected to provide evidence of their performance promptly, rather than waiting until the end-of-year assessment. This approach emphasizes timely documentation and reduces redundancy.

  • Submission Timeline: The uploading and submission of the accomplished electronic Individual Performance Commitment and Review Form (eIPCRF) tools may be done after the performance evaluation, starting from the end of the fourth quarter until the first month of the next school year.
